Massachusetts	Incentive	225 CMR 16.00: Alternative Energy Portfolio Standard (APS)	Businesses selling heating oil containing at least 10% eligible liquid biofuel may earn Alternative Energy Credits. Biofuel must be derived from waste feedstock such as waste vegetable oil, waste animal fats, or grease trap waste.
New York	Incentive	Clean Heating Fuel Credit	Purchases of heating oil blended with a minimum of 6% biodiesel qualify for an income tax credit equal to one cent per gallon for each percent of biodiesel, up to 20 cents per gallon for B20 and higher blends, e.g., purchasing 500 gallons of B10 would qualify for a tax credit of $50 (500 x .10 = 50). Tax credit expires January 1, 2023.
New York	Requirement	S3321A: An Act to Amend the Environmental Conservation Law, in Relation to Bioheating Fuel Requirements	All heating oil sold in state must contain: 5% biodiesel by July 1, 2022 10% biodiesel by July 1, 2025 20% biodiesel by July 1, 2030 Bill awaits governor’s signature and would replace existing requirements for New York City and Nassau, Suffolk and Westchester counties.
Rhode Island	Requirement	H1532A: An Act Relating to Health and Safety – Biodiesel Products	All heating oil sold in state must contain: 5% biodiesel or renewable diesel (currently) 10% biodiesel or renewable diesel by July 1, 2023 20% biodiesel or renewable diesel by July 1, 2025 50% biodiesel or renewable diesel by July 1, 2030
