Connecticut Requirement HB6412: An Act Concerning a Low-Carbon Fuel Blend of Heating Oil All heating oil sold in state must contain:
5% advanced biofuel by July 1, 2022
10% advanced biofuel by July 1, 2025
15% advanced biofuel by July 1, 2030
20% advanced biofuel by July 1, 2034
50% advanced biofuel by July 1, 2035
Massachusetts Incentive 225 CMR 16.00: Alternative Energy Portfolio Standard (APS) Businesses selling heating oil containing at least 10% eligible liquid biofuel may earn Alternative Energy Credits. Biofuel must be derived from waste feedstock such as waste vegetable oil, waste animal fats, or grease trap waste.
New York Incentive Clean Heating Fuel Credit Purchases of heating oil blended with a minimum of 6% biodiesel qualify for an income tax credit equal to one cent per gallon for each percent of biodiesel, up to 20 cents per gallon for B20 and higher blends, e.g., purchasing 500 gallons of B10 would qualify for a tax credit of $50 (500 x .10 = 50). Tax credit expires January 1, 2023.
New York Requirement S3321A: An Act to Amend the Environmental Conservation Law, in Relation to Bioheating Fuel Requirements All heating oil sold in state must contain:
5% biodiesel by July 1, 2022
10% biodiesel by July 1, 2025
20% biodiesel by July 1, 2030
Bill awaits governor’s signature and would replace existing requirements for New York City and Nassau, Suffolk and Westchester counties.
Rhode Island Requirement H1532A: An Act Relating to Health and Safety – Biodiesel Products All heating oil sold in state must contain:
5% biodiesel or renewable diesel (currently)
10% biodiesel or renewable diesel by July 1, 2023
20% biodiesel or renewable diesel by July 1, 2025
50% biodiesel or renewable diesel by July 1, 2030
