NEFI-Backed National Energy Choice Legislation Advances
December 3, 2025, marked another major milestone in our fight for energy choice. NEFI was on the ground at the House Energy & Commerce Committee’s markup hearing, where four NEFI-backed bills were approved and advanced to the full House for consideration (with vote count):
- Energy Choice Act, H.R. 3699 - Prevents state and local heating fuel bans (24-21)
- Don’t Mess With My Home Appliances Act, H.R. 4626 - Prevents appliance efficiency standards from being used to impose “back door” bans on liquid and gas systems (26-22)
- Homeowner Energy Freedom Act, H.R. 4758 - Repeals home electrification subsidies included in the Inflation Reduction Act of 2022 (25-21)
- Reliable Federal Infrastructure Act, H.R. 4690 - Repeals a law phasing out combustion systems in federal buildings by 2030 (27-21)
These actions were the continued result of years of advocacy by NEFI and its members and coalition partners. Together, these bills would create comprehensive federal protections for consumer access to heating fuels, appliances, and equipment.
“These four bills collectively safeguard consumer choice, preserve market competition, and promote affordable, reliable, and diverse energy options for American families,” said NEFI President & CEO Jim Collura. “We encourage Speaker Johnson to bring these bills to floor as soon as possible.”
U.S. Representative Nick Langworthy (R-NY-23) introduced the bills and explained how the Energy Choice Act will help make energy more affordable by ensuring Americans can choose the energy that is right for them.
The Energy Choice Act continues to gain momentum, now boasting 137 co-sponsors including several Democrats. Compare this to just 25 total consponsors for at the end of the last Congress. This surge demonstrates strong support for protecting American consumers from government overreach in the home energy market.
The Energy Choice Act is backed by a strong and diverse coalition of national organizations, including:
- American Exploration and Production Council (AXPC)
- American Gas Association (AGA)
- American Public Gas Association (APGA)
- Americans for Prosperity (AFP)
- Concerned Veterans for America (CVA)
- Consumer Energy Alliance (CEA)
- Energy Marketers of America (EMA)
- GPA Midstream Association
- GPSA Midstream Suppliers
- Hearth, Patio & Barbecue Association (HPBA)
- LIBRE Initiative
- National Association of Home Builders (NAHB)
- National Association of Oil and Energy Service Professionals (OESP)
- National Energy and Fuels Institute (NEFI)
- National Federation of Independent Business (NFIB)
- National Hispanic Energy Council
- National Propane Gas Association (NPGA)
- Plumbing Heating Cooling Contractors – National Association (PHCC)
- Pool & Hot Tub Alliance (PHTA)
- U.S. Chamber of Commerce
Many regional, state, and local organizations also support this legislation, including NEFI-affiliated state associations. This legislation now awaits floor consideration.
